Jan Frederik ('Frits') Quast, geboren 1875 op Curaçao, diende als ambtenaar op de drie Benedenwindse eilanden, onder meer als ontvanger op Aruba, gezaghebber 1920-1928. Onder Quast was het gezaghebberskantoor in Fort Zoutman ondergebracht; Quast schafte in 1906 als ontvanger hier de eerste schrijfmachine van het eiland aan.
