Hoe is het gesteld met de monumentenzorg op Aruba? Sinds de instelling in 1996 van het Monumentenbureau, een kleine overheidsdienst die valt onder het Ministerie van Cultuur, wordt op drie fronten gewerkt aan behoud en bescherming van het Arubaans cultureel erfgoed. Ten eerste door te zorgen voor betere wetgeving en praktisch uitvoerbare regelingen, b.v. voor de subsidiëring van restauraties. Ten tweede door via inventarisatie en selectie een definitieve lijst van beschermde monumenten op te stellen zodat zicht ontstaat op de uiteindelijke omvang van het monumentenbestand. Door koppeling aan gegevens over de bouwkundige kwaliteit kan vervolgens een meerjarenprogramma voor restauraties gestalte krijgen, kan een financiële behoefteraming worden opgesteld en kan het monumentenbeleid verder worden ingevuld. Als derde, meest opvallende activiteit, begeleidt het Bureau concrete restauratie-projecten, zoals het medio 1998 opgeleverde Eloy Arends- / Colombia-complex. Naast het Monumentenbureau is er de Monumentenraad, die sinds 1994 de Minister van Cultuur adviseert inzake monumentenkwesties. Tenslotte is het Monumentenfonds opgericht, een stichting waarin overheid en particulieren samenwerken. Het Fonds zorgt voor geld, betaalt subsidies uit en helpt particuliere eigenaren met financiering van restauraties. Op beperkte schaal neemt het Fonds ook zelf initiatief door aankoop, restauratie en exploitatie van monumentale panden.
De Stichting Monumentenfonds Aruba kan, mede dank zij haar sponsors, voor 1999 weer een monumentenkalender uitgeven. Evenals in 1998 zijn reproducties van tekeningen afgebeeld, gemaakt in opdracht van de Stichting. Twee Arubaanse kunstenaars, Nigel Matthew en Elvis Tromp hebben, ieder op eigen wijze, een aantal monumentale gebouwen op papier gezet. Over wie zij zijn is in de hiernaast geplaatste tekst enige informatie vermeld. Monumenten staan verspreid over het hele eiland en zijn onderling zeer verschillend. Juist die variatie heeft de Stichting willen laten zien, maar zelfs dan is sprake van een eenzijdige keuze. Want wat verstaan we onder het begrip “monument”? De Monumentenverordening zegt: “zaken welke vóór ten minste vijftig jaar vervaardigd zijn, en die van algemeen belang worden geacht wegens hun schoonheid, hun betekenis voor de wetenschap, de geschiedenis van het Land of hun volkskundige waarde”. Het gaat dan vooral over monumenten, die als “beschermd monument” staan ingeschreven in het monumentenregister. Deze, minstens “50 jaar oude zaken” betreffen meestal onroerende monumenten, gebouwen dus, maar ook Indiaanse grottekeningen of archeologische vindplaatsen behoren er toe. Er zijn ook “roerende monumenten”, bij voorbeeld de Indiaanse voorwerpen in het archeologisch museum. Monumenten zijn dus niet alleen maar gebouwen, maar de kalender beperkt zich er wel toe.

What’s the score with the preservation of monuments in Aruba?
Since the creation in 1996 of the Monumentenbureau, a tiny government service which comes under the Ministry of Culture, efforts are being made on three fronts to work at preserving and protecting the Aruban Cultural heritage. First of all by providing improved legislation and practicable regulations e.g. subsidizing of restoration work. In the second place by means of stock-taking and selection in order to draw up a definite list of protected monuments so that a clear insight can be gained of the definite size of the monuments inventory. By linking facts regarding the architectural quality it is possible for long-range programmes for restoration to take shape, a financial needs assessment can be drawn up and further completion of the monuments policy can get underway. The third and most eye-catching activity is the supervision by the Bureau of concrete restoration projects such as the completion and delivery mid 1998 of the Eloy Arends-/Colombia complex. Besides the Monumentenbureau there’s also the Monumentenraad, which since 1994 the Minister of Culture consults regarding monument affairs. Ultimately the Monumentenfonds was created, which is a foundation in which the government and private individuals collaborate. The Fund provides money, pays subsidies and helps private owners with financing restoration work, and operation of monumental premises.
The Monumentenfonds Foundation of Aruba can also with thanks to its sponsors, publish a monuments calendar for 1999. As in 1998 reproductions of drawings are illustrated which have been made by assignment of the Foundation. Two Aruban artists, Nigel Matthew and Elvis Tromp have each, in their own manner, put a number of monumental buildings on paper. In the opposite text some information regarding who they are is given. Monuments lie spread out over the whole island and vary among themselves. Precisely that variation the Foundation wanted to reveal but even then there is question of a biased choice. For what is understood by the concept “monument”? The monuments Act reads: “matters which have been constructed prior to at least fifty years and which are considered for general interest due to their beauty, their scientific significance, the history of the Nation or their folkloric value.” It mainly concerns monuments which are listed as “protected monument” in the monuments schedule. These at least “fifty years old matters” mostly regard immovable monuments buildings that is to say, but also indian cave drawings or archeological sites are also included. There are also “moveable monuments” e.g. the indian utensils in the archeological museum. Consequently Monuments are not only buildings although the calendar sticks to depicting buildings.
Nigel Matthew
De opleiding van Nigel Matthew (Aruba, 1946) vond plaats aan de Koninklijke Academie voor Beeldende Kunsten in Den Haag en aan de Amsterdamse Rietveld Academie. Matthew is in het dagelijkse leven tekenleraar. In Z'n werk als kunstenaar is hij vooral tekenaar/graficus. Hij geniet bekendheid als ontwerper van postzegels. Voor wat betreft Z'n onderwerpkeuze en de thema’s die hem boeien gaat het vaak over het kleine, over de vormenrijkdom die hij in de natuur aantreft. Matthew heeft z'n werk geëxposeerd in Aruba, maar ook op Curagao, in Nederland en in Venezuela.
Elvis Tromp
De in 1962, op Aruba geboren kunstenaar Elvis Tromp combineert z’n artistieke activiteiten met een baan bij de Arubaanse overheid. Hij is autodidact. Van jongs af aan heeft hij vooral geschilderd. Z'n olieverf doeken hebben de zee en het Arubaanse landschap veelal tot onderwerp. Verder maakt hij veel portretten. Regelmatig exposeert hij z’n werk op Aruba, maar ook op tentoonstellingen op Curagao en in New Orleans hingen z’n schilderijen.

Nigel Matthew
Nigel Matthew (Aruba, 1946) received his academic education at the Royal Academy for Visual Arts in the Hague and at the Rietveld Academy in Amsterdam. In his daily life Matthew is an art teacher. In his work as an artist he primarily is a graphic artist. He is widely known as a stamp designer. Whereas concerns his subjects and themes which fascinate him they often touch on what's tiny, about the abundant shapes awash in nature. Matthew has held expositions of his work in Aruba however also in Curacao, the Netherlands and in Venezuela.
Elvis Tromp
The Aruban artist Elvis Tromp born in 1962, combines his artistic activities with a job at the Aruban government. He is self-educated.
From childhood he mainly painted. His oilpaintings theme usually are the sea and the Aruban landscape. He regularly makes many portraits. His work is regularly on exhibition in Aruba but also at expositions in Curacao and his paintings have been on display in New Orleans.

Weinig kunuku-huizen op Aruba zijn zo goed bewaard gebleven in de oorspronkelijke staat als de woning Alto Vista 69. Alle karakteristieke elementen zijn er: de fogon, de waterput, het pannendak met de versierde geprofileerde dakgoot, de opgeklampte houten luiken voor de raamen deuropeningen, de gunstige ligging op de wind, . Dat de traditionele Arubaanse architectuur tamelijk uniek is wordt nog te weinig beseft.

Alto Vista 69
Only few cunucu houses in Aruba have been preserved as well as the dwelling house Alto Vista 69. All characteristic elements are present: the traditional chimney, the well, thé tiled roof with the decorated, profiled gutter, the clamped wooden shutters before the windows and doors, the favorable windward position, ......... There is still too little awareness of the rather unique nature of traditional Aruban architecture.

Steenweg 20
Een van de mooiste Arubaanse monumenten is het pand Steenweg 20. Het huis is rond 1915 gebouwd voor Amador Lacle, oudste zoon van Adriaan Lacle, in verband met zijn huwelijk met een dochter van de familie Arends. Het huis was vroeger roze geschilderd; al het houtwerk was wit. Het gebouw met het markante toegangsportaal verkeert nu in een nogal verwaarloosde staat. De huidige eigenaar lijkt meer belangstelling te hebben voor uitponding dan voor restauratie.

Steenweg 20
One of the most beautiful Aruban monuments is the dwelling house Steenweg 20. The house was built about the year 1915 for Amador Laclé, the eldest son of Adriaan Laclé, in connection with his marriage to a daughter of the Arends’ family. The house used to be painted pink, all the woodwork was white. Presently, the building with the conspicuous portal is in a rather bad condition. The present owner seems to be interested rather in selling off in small units, than in restoration.

Goudsmelterij Balashi
Vanaf de omgeving van Miralamar waar tot 1915 in verschillende mijnen goudhoudend erts werd gedolven, trok een “traction engine” (trekinchi in het papiaments) lorry’s met gesteente naar de in 1899 gebouwde stampmolen van Balashi. In de fabriek van Balashi werd het goud gewonnen door het z g. cyanide-procédé, een werkwijze die meer opleverde dan de voordien gebruikte kwikmethode, die in" de toen al gesloten fabriek van Bushiribana werd gehanteerd. Thans is de vraag hoe de ruïnes van het Balashi-complex als “industrieel monument” het beste geconserveerd kunnen worden.

Balashi Gold Mill Ruins
From the Miralamar area, where gold-bearing ore was mined in several mines until 1915, a traction engine (trekinchi in Papiamento) hauled trolleys filled with rocks to the crushing mill of Balashi, which was built in 1899. Gold was extracted in the mill of Balashi by means of the so-called cyanide process, a method which had a higher yield than the mercury method previously applied, and used in the factory of Bushiribana, which had already been shut down at the time. Presently the question is how the ruins of the Balashi complex can best be preserved as an “industrial monument”.

Protestantse kerk te Piedra Plat
In 1859 is een protestantse Papiamento sprekende gemeente opgericht in Canashito. Omdat de meeste leden uit Piedra Plat kwamen verhuisde men naar de huidige locatie in deze plaats, waar een nieuwe kerk werd gebouwd. In 1899 vond de eerste kerkdienst plaats. Het gebouw werd in 1932 zwaar beschadigd door een orkaan. De gemeenteleden hebben nadien hun kerk weer opgebouwd. In 1935 was het werk voltooid.

In 1859 a protestant, Papiamento-speaking congregation was founded in Canashito. Since most members came from Piedra Plat, the congregation moved to the present location in this district, where a new church was built. The first church service was held in 1899. The building was seriously damaged by a hurricane in 1932. Afterwards, the members of the congregation rebuilt their church again. This work was completed in 1935.

Juana Morto Kustbatterij
Ter verdediging van de strategisch uiterst belangrijke olie-installaties op Aruba werd in 1940 de kustbatterij bij Juana Morto gebouwd. De batterij bestond uit een commandopost (de nog bestaande bovengrondse bunker), drie geschutsstellingen voorzien van zware kanonnen en diverse bijgebouwen. Dit monument van de Arubaanse betrokkenheid bij de tweede wereldoorlog is thans zwaar vervallen. Zullen oude restauratieplannen ooit tot uitvoering komen?

Juana Morto Coastal Battery
When World War II was drawing near, the Netherlands Government decided to take measures to defend the oil installations in Curagao and Aruba. The preparations were rather slow (the ministries thwarted each other), so that the projected coastal battery at Juana Morto was only operational in August, 1940. The structures consisted of a command post (the heavy aboveground bunker which can still be recognized today), three gun positions with heavy guns, with which targets could be hit at a distance of over 18 kilometers, and various outbuildings. This monument of the Aruban involvement in World War II is in a state of serious decay. Will long-existing restoration plans ever be carried out?

Hotel Colombia
Het in 1918 als consulaat van Venezuela tot stand gekomen gebouw aan de Zoutmanstraat, hoek Oranjestraat werd later het eerste Arubaanse hotel. Ook nu staat het nog steeds bekend als hotel Colombia. Door leegstand, verwaarlozing en brand was het prachtige pand met de zuilengalerij bijna verdwenen. Grondige restauratie, samen met het Eloy Arendshuis, tot “stadhuis” van Aruba heeft het gebouw gered. Nu staat het weer te pronken in z’n oorspronkelijke donkerrode kleur.

Hotel Colombia
The building located at Zoutmanstraat/corner Oranjestraat was built in 1918 to serve as the consulate of Venezuela, and later became the first Aruban hotel. Even today, it is still known as hotel Colombia. Due to vacancy, neglect, and fire, the beautiful building with the portico almost disappeared. Complete restoration, together with the house of Eloy Arends, into “town hall” of Aruba, saved the building. At present, it is once again a showpiece in its original dark red color.

Cas Ariba 22
Even ten oosten van Santa Cruz ligt het huis Cas Ariba 22. Het is een voorbeeld van een traditioneel Arubaans huis, waarvan de eigenaar destijds waarschijnlijk net even iets meer te besteden had dan andere mensen. Het huis is mooier gemaakt door het pleisterwerk onder de dakgoot en langs de geknikte daklijn te voorzien van een sierrand. Ook op de hoeken zijn verticaal versieringen aangebracht. Deze decoraties en de gebruikte motieven bleven overigens ook binnen de traditie. Kas floriá noemde men zulke huizen.

Cas Ariba 22
The dwelling house Cas Ariba 22 is located just east of Santa Cruz. It is an example of a traditional Aruban house, of which the owner at the time probably had just a little more to spend than other people. The house has been embellished by the plasterwork under the gutter and by an ornamental edge along the gabled roof. There are also vertical decorations at the corners. These decorations and the motifs used fitted in this tradition. One used to call these houses “kas florid”.

Once this building used to be the English consulate. It is said that it was designed by Dada Picus, an Aruban furniture designer, who was also engaged in architecture in the early twenties. However, not a single drawing, nor any other written proof of Picus’ works has been preserved. AlSo the former Papiamento Restaurant in Wilhelminastraat and Villa Miraflores (Dominicanessenstraat/corner Concessielaan) were allegedly designed by him, and, indeed, there are similarities as to style between these buildings.

‘Koningsstraat 42, 44, 46 Deze eenvoudige traditioneel gebouwde Arubaanse huisjes aan de rand van het vroegere vissersdorp Rancho, vormen een goede illustratie voor de noodzaak sommige gebieden tot “beschermd stadsgezicht” uit te roepen. Ieder op zich zijn de huisjes niet heel bijzonder, maar met elkaar geven ze een goed beeld van het oude Oranjestad.

These simple, traditionally-built Aruban houses, at the edge of the former fishing village Rancho, are a good example of the necessity to designate some areas “protected town view”. Each house in itself is not very special, but together they provide a good picture of old Oranjestad.

Savaneta 50
In Savaneta staat nog een aantal in redelijke staat verkerende traditionele Arubaanse huizen. Savaneta 50 is daar een voorbeeld van. Het is als of de inwerking van weer en wind, van de zon en van de zoute lucht deze huisjes in de loop van de tijd alleen maar mooier heeft gemaakt.

Katholieke kerk te Paradera
De, aan de heilige Philomena gewijde kerk van Paradera is blijkens de gevelsteen gebouwd in 1948. Het gebouw is net 50 jaar oud en is dus een jong monument. Het is een krachtig gebouw dat door z'n ligging op een heuvel al van verre aangeeft waar Paradera ligt. Naast de architectuur, de ouderdom en de functie van een gebouw draagt ook z’n situering, als merkteken in het landschap, bij aan Z'n monumentale waarde.

According to the tablet, the Church of Paradera, dedicated to Saint Philomena, was built in 1948. The building is just 50 years old and, consequently a young monument. It is a powerful building, which, because of its location on a hill, indicates from far where Paradera is located. In addition to the architecture, age, and function of a building, its location as a landmark, also contributes to its value as a monument.

Vuurtoren California
Op het kleine rotsplateau Hudishibana, helemaal in de noordwestpunt van Aruba ligt de vuurtoren California. De naam is ontleend aan een schip dat hier ooit schipbreuk heeft geleden. De contour van de vuurtoren, de wijdse blik over het Arubaanse landschap en het uitzicht over de zee in alle richtingen maken dit tot een bijzondere plek.

California Lighthouse
The California Lighthouse is built on the small rock mass Hudishibana, all the way up in the northwestern tip of Aruba. The name was derived from a ship which sank there once. The contours of the lighthouse, the panoramic view of the Aruban landscape, and the view across the sea in all directions make this a special place.
