Abstract
Beginning in the 1950s, Florida witnessed a fascinating and tumultuous series of events concerning salvage of historic shipwrecks. Before the Abandoned Shipwreck Act, many wrecks in Florida were actively salvaged with little regard for their archaeological value. Currently, Aruba is experiencing similar salvage activity coupled with a lack of comprehensive legislation that protects terrestrial and submerged archaeological sites. This paper draws parallels between mid-20" century Florida and present-day Aruba regarding legal frameworks that protect cultural resources. It examines Florida's legislative accomplishments and presents a potential model for the future of Aruba’s cultural resources laws pertaining to submerged and terrestrial sites.

Expert Meeting on Underwater Cultural Heritage Management in the Dutch Caribbean

Introduction
On Wednesday 29 January 2020, representatives from archaeological and marine park management organisations from all the Dutch Caribbean islands came together at what was the first Expert Meeting on Underwater Cultural Heritage Management in the Caribbean Part of the Kingdom. The meeting was held in the building of Curacao’s National ArchaeologicalAnthropological Memory Management foundation (NAAM), which hosted the event. The meeting was initiated and financially supported by the International Programme for Maritime Heritage of the Cultural Heritage Agency of the Netherlands (RCE) due to the impending Kingdom-wide ratification of the UNESCO Convention on the Protection of the Underwater Cultural Heritage (henceforth: the Convention) now planned for 2022. While the ratification has direct implications for the special municipalities of Bonaire, St. Eustatius and Saba, due to the international character of the Convention, the respective governments of Aruba, Curacao and Sint Maarten have also wished for the application of the Convention to be extended to them.

COVID-19 UPDATE:
We are currently all hit hard by the mitigation efforts in response to the COVID-19 pandemic. Apart from the inevitable delays, it is at this point difficult to foresee what effect this will have on the project Roadmap. However, we do have high hopes that the ideas we've gathered will be fine-tuned and eventually implemented in the

Proposed Principles of the Expert Group
Organisation of Meetings

Coordination We propose that the RCE remains the coordinator of the overall project. This coordination will be shared during specific activities, such as arranging digital and physical meetings or developing one of the themes.
Timespan and frequency
o We propose the RCE will send out each month an update with questions and
discussion points upon which all may reply by email. Central meetings will be held once per term or when opportune (see schedule below). This project will be evaluated at the end of 2020. We're currently thinking of getting back together in person at the start of 2021 perhaps also bilateral or multilateral.
Funding For the time being, the RCE has reserved and maintains funds to organise the faceto-face meetings.
Structure We propose that each (digital) meeting is chaired by a different person, as well as that each meeting will have a different minute maker who will draft a report which has to be agreed upon by all attending the meeting before a final report is send
